Carbon

The infrastructure carbon finance needs to reach Nigerian households.

Clean cooking carbon programmes do not fail on methodology. They fail on the last mile. We are licensed to trade and move LPG in all 36 states and the Federal Capital Territory, which means any market in Nigeria can be activated in 30 days. Our slowest took 14 days.

The problem

The households a carbon programme needs are the ones almost nobody is set up to serve.

LPG distribution concentrates in cities. That is not a preference, it is arithmetic: density is what makes the last mile economic, so a distributor serving a thousand urban households within walking distance has a business, and the same thousand spread across rural wards has a delivery cost. Nothing in that equation rewards going to the places where households still cook on firewood.

Which leaves a developer with a methodology, a buyer and no way to reach the households. Build the network yourself and the programme is three years of logistics before a single tonne is issued. That gap is what GAS360 exists to close, and it is the only part of a carbon programme that cannot be bought off a shelf.

National reach

Not where we already are. Anywhere in Nigeria.

A developer naming a territory is not limited to the places we have already opened. The permissions and the supply cover are national, so the constraint on a new market is logistics rather than paperwork.

Licensed nationally

Two NMDPRA permits held by Goods and Services 360 Limited, Oil and Gas Trading (Specialised) and Gas Product Haulage (Major). Together they allow LPG to be traded and moved anywhere in Nigeria.

No objection in every state

Letters of no objection covering all 36 states and the Federal Capital Territory, so a territory does not wait on a state-level permission that has not been started.

Second-mile cover nationwide

Our second-mile partner holds gas distribution across Nigeria, which is what allows forward gas cover to be confirmed for a territory before it opens rather than after.

How it works

Thirty days is possible because the slow part already happened.

Licences, a plant, a verification platform and a trained agent pipeline take years. They are not inside the deployment window, because they were built before any territory was named. What happens per territory is the six steps below.

Already built, before any territory is named

  • A standing GASpreneur retailer network, the last-mile supply backbone
  • NMDPRA permits to trade and haul LPG nationally
  • Letters of no objection in all 36 states and the FCT
  • Cylinder manufacturing and recertification
  • Inland bulk storage with forward gas cover
  • The MRV and reporting platform
  • Clean Cooking Radio

The developer names it. We scope it against supply, road access and ward density.

  1. 02Survey and baseline

Household census, current fuel, monthly spend and purchase source, captured before anything is delivered. It cannot be reconstructed afterwards.

  2. 03Supply and stock

Refill partner contracted with forward gas cover confirmed, warehousing taken, stock physically allocated to the territory.

  3. 04Agent network

GASpreneurs drawn from the standing network and from the wards themselves, trained on safety and handling, certified and numbered.

  4. 05Demand warmed

Clean Cooking Radio opens in the territory before a retailer knocks, so trust arrives ahead of the agent.

Live

First kits delivered and GPS-verified at handover. Reporting runs from the first transaction, not a later survey.

Why it compresses. Four streams run at once rather than one after another. The gate at the end is operating readiness, not a date: a contracted refill partner, stock on the ground, trained retailers.

Days from territory identified to a live market

What you do not have to build

Six things a developer would otherwise spend years on.

National licences

Two NMDPRA permits held by Goods and Services 360 Limited: Oil and Gas Trading (Specialised) and Gas Product Haulage (Major). Together they allow LPG to be traded and moved anywhere in Nigeria.

A ward-level agent network

GASpreneur retailers recruited from the wards they serve, certified, numbered and accountable for the households they adopt. At least half the network is female-owned by rule.

Cylinders and kits

Manufacturing and recertification at our own plant, so supply of the hardware is not a procurement cycle inside your programme timeline.

Warehousing and stock

Inland bulk storage with forward gas cover, and stock physically allocated to a territory before it opens for sale.

Baseline and survey capability

Enumerators who capture prior fuel, quantity, spend and purchase source before delivery, which is the one piece of evidence that cannot be reconstructed later.

Demand generation

Clean Cooking Radio and the Clean Cooking Podcast are owned media. They warm a ward ahead of the agent, at a fraction of paid acquisition cost.

The evidence layer

A refill is a payment, and payments leave records.

The credibility problem in cookstove carbon reduces to one question: is the device still being used? Programmes that hand over hardware have to estimate the answer from periodic household surveys, which are recalled, self-reported and biased towards what the enumerator hopes to hear.

We do not have to ask. We are the party selling the fuel, so continued use arrives as a dated transaction against a GPS-tagged, payment-verified household identity. Partial use shows up too, because a household still cooking half its meals on firewood refills half as often, and the data says so.

Baseline

Prior fuel, quantity, spend and purchase source, captured before delivery, and not editable once recorded.

Identity

KYC, GPS tag, payment confirmation and a named retailer. Four checks before a cylinder is allocated.

Delivery

Every kilogram delivered, by date and cylinder identity, against that household record.

Integrity

Immutable timestamps, no post-hoc editing of baseline fields, and independent spot-checks of a random sample.

Where we stand

Built to Gold Standard MECD, on the Article 6 track.

Gold Standard Metered and Measured Energy Cooking Devices, CCP-labelled by the Integrity Council for the Voluntary Carbon Market. It was written around metered modern-energy devices rather than survey-estimated stoves, which means it rewards precisely the data this model already produces.

Host country

On the Host Country Approval track with Nigeria’s National Council on Climate Change, so verified reductions can be recognised and transferred under Article 6.

Underlying business

The distribution business works on gas margin. The programme does not rest on a fuel subsidy funded by the carbon price.

The programme

Cook Clean, Pay Less is a multi-partner programme.

Ten million households is the programme target rather than one company’s. Developers take territories inside it, several at once, across different parts of the country. The infrastructure is shared, the baseline method is the same everywhere, and the reporting comes out of one platform.

We run programmes in territories of our own as well. That is not a conflict, because a territory belongs to one programme: it is allocated before work begins, and nobody is enrolling the same households twice. Our own territories are how the method gets tested before a partner inherits it.
